BPH will not be responsible if the quarters offering process cannot be carried out due to the applicant's failure to update their personal data.

Quarters offer is made in order of queue based on registration date/notification of latest personal data update/re-application date, as applicable.

BPH is not bound to offer quarters based on the applicant's preference.

Quarters in Putrajaya are allocated to Federal Public Service Members and Federal Statutory Bodies Service Members serving in Putrajaya.

Applicants in the Waiting List who are located outside of Putrajaya, namely Cyberjaya and Serdang, whose original placement was in the Putrajaya Headquarters but moved due to office space congestion, can be considered for quarters offer in Putrajaya.

New applications for Putrajaya quarters are only eligible for applicants serving in Putrajaya starting from January 1, 2018.

Quarters in Kuala Lumpur and Petaling Jaya are allocated to Federal Service Members and Federal Statutory Bodies Service Members serving in Kuala Lumpur and Petaling Jaya only.

Quarters in the KLIA Public Servants Residence Complex are allocated to Federal Public Service Members and Federal Statutory Bodies Service Members serving at the KLIA address only.

Quarters at the KIK Public Servants Housing Complex are allocated to Federal Public Service Members, Federal Statutory Bodies Members, who are serving in Gelang Patah only.

Applicants on the waiting list who are serving in Johor Bahru are eligible to apply for quarters at KKKA Tanjung Kupang, but priority will be given to applicants serving at the quarter’s station.

New applications for KKKA Tanjung Kupang quarters are only eligible for applicants serving in Gelang Patah, starting from January 1, 2018.

Quarters at KKKA Labuan are allocated to Federal Public Service Members, Federal Statutory Bodies Members who are serving in Labuan only.

Terraced quarters are only offered to applicants who have reached their turn on the waiting list and are married.

Officers with grade 48 and above are eligible to be offered quarters based on genuine class even though they are still single.

Occupants of quarters (Class E) who occupy quarters by downgrade will be offered quarters again based on their actual qualifications according to the notification date based on the notification.

The offer of quarters is based on rotation, and the selection of location for quarters is not given priority.

Applicants/employees who have been given priority include those who have reached their turn to be offered quarters and declined the offer/applied for exchange to another quarters, the employee will lose eligibility for priority. The re-offer will follow the waiting list/registration number.

An applicant who is occupying a quarters under their spouse's name but has reached their turn and has been offered a quarters based on their application can only choose one quarters, either:

1. Accept the offered quarters and vacate the spouse's quarters; or

2. Reject the offer and continue to occupy the spouse's quarters.

Civil servants who serve overseas and are directed to return to duty in Malaysia will be given priority in quarter’s offers if they have not taken out a government housing loan.

The policy of priority offers to civil servants from the overseas sector directed to return to duty in Malaysia is still in place. However, they are also subject to the implementation of the government housing loan regulations within a 25km radius, which came into effect on 1.1.2015.

The offer of quarters to single OKU applicants is still in place and not shared, which is one unit for one applicant.

Priority offers are only considered for OKU applicants/spouses/children who have physical disabilities and movement limitations.

1. Working outside the offered quarters station

2. Currently occupying quarters under their respective agency

3. Disagreeing with the location/unit of quarters that has been offered through the offer letter and requesting a location/unit exchange

4. Failing to take the offer letter within the specified period

5. Owning a PR1MA or PPA1M house within the offered quarters station, whether through a loan from the Government Housing Loan/Financing Scheme or Commercial Bank

6. The employee is on unpaid leave according to their spouse.

7. Found to not meet other qualifications for occupying government quarters as determined by BPH from time to time.

Conditional approval offers are given to employees who are on study leave, training leave, sick leave, maternity leave, or on authorized work trips, for example: when the offer is made, the employee is on duty on a ship and sailing at sea and will only return to land after a period of 3 months.

A case of khalwat will be blacklisted for a period of two (2) years from the date of the court decision, which takes effect from December 14, 2017.

Quarter’s name exchanges are only approved for couples who serve within the quarter’s station and have the same job grade as the registered occupant.

Approval for a name exchange is also subject to settling outstanding quarter’s rental payments or any other outstanding quarters-related payments (if any).

If the couple (new name) registers after January 1, 2015, approval of the offer is also subject to the implementation of the government housing loan regulations within a 25km radius, which came into effect on 1.1.2015 and is subject to Public Service Circular No. 13 of 2007).

An application for a name exchange from class F quarters occupied by a qualified couple to class G quarters is approved, taking into account the difficulty of the occupants moving out, while the occupants' spouse is still serving and their children are still in school. In addition, the couple cannot be allocated a qualified class quarters immediately above the limited vacancy and has exceeded the principle of rotation for new or unregistered couples.

An application for a name exchange to a couple serving outside the quarters station because the registered occupant has retired/moved out of the area/died is not approved.
